What source of information says that car exhaust contains all the same carcinogens as tobacco smoke? There are many of the same, but one can't say "all" because of it.
That aside, dosage matters. Tap water contains all sorts of toxic substances, including significant amounts of fluoride and Chlorine; it doesn't make it dangerous though due to the total concentration.
Both the amount of a given substance in the mixture as well as the prominence of the mixture in the environment are both very important factors. Second hand smoke is not considered to be an issue when one is outdoors, which is why there are laws banning indoor smoking, but not those banning outdoor smoking (at least in most places).
