The FAA requires a full scale demonstration of the emergency plan every three years of those airports certified under 14 CFR part 139. This excerpt of FAA Advisory Circular 150/5200-31A (e) states: Full Scale Exercise - The full scale exercise is the most comprehensive test and is intended to evaluate the operation capability of the emergency management system in a stress environment with actual mobilization and response capability. It uses all the resources and requires reaction from equipment and personnel that would normally be available if the exercise were an actual emergency. The FAA requires a full scale demonstration of the emergency plan every three years of those airports certified under 14 CFR part 139. The full scale demonstration requires a simulated emergency, as it would in an actual aircraft disaster, for full certificated airports commensurate with the index of the airport, to ensure that all personnel having duties and responsibilities under the plan are familiar with assignments and are properly trained.

They have played bait and switch with the responsibility of cleaning up the oil spill so that they can invoke the President's pretend dictatorial powers under the contingency of government plan... Remember Oliver North? The video was taken from security cameras in and around the BP oil platforms. The screen is small but if you watch closely you will see SWAT team members as they shoot at something or someone. Natural occurrences simply do not require SWAT teams or shooting. La Jeunesse: The idea is to avoid a repeat of the Mariel Boat Lift in 1980 when more than 120,000 Cubans, including mental patients and convicts fled the island and overwhelmed south Florida. That could mean building huge tent cities on the Mexican border and mobilizing the Coast Guard to evacuate refugees by sea. Bruce Einhorn (Pepperdine Univ.): We're going to need to provide protection, not only for our own national security, but for these folks who represent an influx that is a direct result, not as a desire to leave their country, but their need for protection. La Jeunesse: Homeland Security Secretary Napolitano says the plan is a necessary precaution which will only be set in motion if conditions in Mexico worsen considerably. Napolitano: It will be expressed in terms of what are the factors that would lead me as the Secretary to determine that that plan needs to be deployed.

Voters across the U.S. respond to the final presidential debate between Barack Obama and Mitt Romney. Students gathered at Florida's Lynn University on Monday night, where the final presidential debate was being held. President Barack Obama and Republican rival Mitt Romney went head to head on foreign policy, in a high stakes debate just weeks before the election. Students here said both candidates had strong points. Although some found fault in Romney's performance. [Chandra Lugo, Student] "He contradicted himself throughout the whole debate because he kept mentioning how we need peace but he wants to expand our military forces. Peace is not expanding military forces. If you believe in expanding military forces, that means you believe in violence." It was a packed house at this bar in Washington, as voters gathered to watch the debate. For some, it was an aggressive exchange, as Obama went on the attack. [Hans Goltzer, Washington, D.C., Resident] "I think it was pretty heated. There were some funny moments, Obama kind of made fun of Romney with the bayonets comments and I think Obama in the very beginning was very strong and later on in the debate it kind of evened out a little bit." Cincinnati city manager: 'Someone has died that did not necessarily need to die'

CINCINNATI (Adam Clements) -- Monday morning, Cincinnati and University of Cincinnati leaders gathered at the city manager's advisory committee meeting. The meeting included Cincinnati city manager Harry Black, UC president Santa Ono and the school's police chief Jason Goodrich. It was set up as a part of a collaborative between the city and the school. Front and center at the meeting was the shooting death of a man at the hands of a UC police officer. Samuel Dubose was shot and killed by UC police officer Ray Tensing a little more than a week ago during a traffic stop. Thus far, only the incident report has been released. In that report, according to Officer Tensing, he says he was dragged by Dubose's car. And that's why he opened fire, shooting and killing the 43-year-old. Hamilton County prosecutor Joe Deters has not released the body camera video that Tensing was wearing at the time. That's what many in the community, including the family of Samuel Dubose, are demanding to see. City Manager Black says he has not seen the video but has been told that its contents are "not good" and that someone died who didn't have to. He also says he hopes the public will trust the process during this unsettling investigation. "We would like the video to be out, said Black. But what is more paramount than getting the video out is that justice be served. So to the extent that holding the video allows the process to exact appropriate justice, that's what's most important as far as I'm concerned." Local 12 asked Black if the city is preparing for any backlash from the community when that body cam video is released. He says the city does expect there to be a reaction from the community regardless of what the video shows and says the city is working on several different contingency plans to make sure everyone stays safe. Florida BP Oil Spill Claims http://www.floridabpclaim.net First, The Florida BP Oil Spill Claims settlement is based upon damages caused by the oil spill disaster including the immediate effects of the oil spill to the ripple effects it had on much of Florida's overall economy. The settlement identified areas (zones) where the local economies were damaged directly by the disaster and other areas that experienced the "ripple effects" from the spill. Leon County is one of the outer zones that is included in the damage zones (Zone D). Second, almost every business in the zones qualifies and is eligible to participate under the ripple effect theory. Clearly, most anyone in the tourism industry (defined very broadly in the settlement) was negatively impacted in an already struggling economic downturn. This is especially true the closer you get to the actual coastline and the settlement took that into account by increasing the amount of damages and reducing the level of proof required due to the greater probability of harm form the spill. However, almost all other business may still be eligible to participate in the settlement (ranging from clothing stores, law firms, consulting firms, construction companies, taxi companies, etc). So, for example, a gas station, convenience store, law firm or merchandise store operating in Leon County, Wakulla, Gadsden or Franklin County in 2010 may be eligible to file a Florida BP Oil Spill Claims! Third, hotels, restaurants and tourist related companies are considered part of the tourism industry and would receive enhanced damages for loss of business. The Florida BP Oil Spill Claims settlement assumes the local economies were impacted from the spill and no proof of actual cancellations or damages because of the oil spill are required. There are two likely reasons that they do not require actual causation. First, it would be extremely difficult for small business owners to prove that lost income or each cancellation of a contract, reservation, etc. was caused by the spill or to establish that more customers would have stayed with them if they weren't afraid of tar balls or hazardous water. Second, such proof requirements would weigh the courts down with litigation and stall the resolution and payment under this settlement. For business claims, we look at the monthly profit and loss statements from 2007 through 2011 and compute the numbers to determine the loss, if any. The records are kept confidential and destroyed if you elect not to pursue a Florida BP Oil Spill Claims. What are Florida BP Oil Spill Claims, and how would I be eligible? BP entered into a massive multi-state settlement for the damages it caused from the April, 2010, oil disaster in the gulf. Because of the impact on our tourism, the fishing industry and real estate development, many businesses in the surrounding counties were damaged. In fact, in the multi-billion dollar global class action settlement, businesses in Leon, Gadsden, Franklin and Wakulla counties were included as zones which were damaged. How do I prove my damages were caused by the oil spill? Interestingly, the class action settlement does not require direct proof that your damages were caused by the oil spill. Although it is clear that local economies were damages from this disaster, it would be very difficult and burdensome to the courts to require actual proof that the oil spill caused damage. Rather, we can determine based on profit and loss statements whether you automatically qualify to participate in Florida BP Oil Spill Claims. How do I proceed in pursuing Florida BP Oil Spill Claims? Simply contact our Florida BP Oil Spill Claims office and answer a 5-10 minute interview or fill out our claims form online and we can begin processing your claim. In 2001 the United States Environmental Protection Agency's (EPA) Airborne Spectral Photometric Environmental Collection Technology (ASPECT) Program became the United States only civil 24/7 operational airborne chemical, radiological, and situational awareness reporting capability. The ASPECT model of operation combines an airborne operational remote sensing suite with a research and development support team to provide essential situational awareness information to first responders and their local, state and federal lead agencies in accordance with the National Contingency Plan and EPA's responsibility under Emergency Support Function 10 of the National Response Plan. The ASPECT aircraft was deployed to Gulfport, Mississippi to provide airborne remotely sensed air monitoring and situational awareness data and products in response to the Deepwater Horizon oil rig disaster. Flying over 75 missions that included more than 250 hours of flight operation, ASPECT's initial mission responsibility was to provide air-quality monitoring (i.e., identification of vapor species) during various oil burning operations. The ASPECT airborne wide-area infrared remote sensing spectral data was used to evaluate the hazard potential of vapors being produced from open-water oil burns near the Deepwater Horizon rig site. Later, it was used to aid in the identification of surface oil that could reach beaches and wetland areas. In this video, Paul Lewis describes the instrumentation on ASPECT and how the various imagers and sensors are used to respond to disasters in near real time. Lewis is program manager and scientist for the ASPECT Research and Development Program at the National Geospatial Intelligence Agency. He was interviewed at SPIE Defense, Security and Sensing 2011.

Ellis, Jr. was elected President and Chief Executive Officer of the Institute of Nuclear Power Operations (INPO), located in Atlanta, Georgia, on May 18, 2005. INPO, sponsored by the commercial nuclear industry, is an independent, nonprofit organization whose mission is to promote the highest levels of safety and reliability -- to promote excellence -- in the operation of nuclear electric generating plants. In 2004, Admiral Ellis completed a distinguished 39-year Navy career as Commander of the United States Strategic Command during a time of challenge and change. In this role, he was responsible for the global command and control of United States strategic and space forces, reporting directly to the Secretary of Defense. A 1969 graduate of the U.S. Naval Academy, Admiral Ellis was designated a Naval aviator in 1971. His service as a Navy fighter pilot included tours with two fighter squadrons, and assignment as Commanding Officer of an F/A-18 strike/fighter squadron. In 1991, he assumed command of the USS Abraham Lincoln, a nuclear-powered aircraft carrier. After selection to Rear Admiral, in 1996 he served as a carrier battle group commander leading contingency response operations in the Taiwan Straits. His shore assignments included senior military staff tours directing operations for the U.S. Atlantic Fleet and as Deputy Chief of Naval Operations (Plans, Policy, and Operations). He also served as Commander in Chief, U.S. Naval Forces, Europe and Commander in Chief, Allied Forces, Southern Europe during a time of historic NATO expansion and led United States and NATO forces in combat and humanitarian operations during the 1999 Kosovo crisis. Mr. Ellis holds a master's degree in aerospace engineering from the Georgia Institute of Technology and, in 2005, was inducted into the school's Engineering Hall of Fame. He also has a master's degree in aeronautical systems from the University of West Florida. He completed United States Navy Nuclear Power Training and was qualified in the operation and maintenance of naval nuclear propulsion plants. He is a graduate of the Navy Test Pilot School, the Navy Fighter Weapons School (Top Gun) and the Senior Officer Program in National Security Strategy at Harvard University. His personal awards include the Defense Distinguished Service Medal (three awards), Navy Distinguished Service Medal (two awards), Legion of Merit (four awards), Defense Meritorious Service Medal, Meritorious Service Medal (two awards), and the Navy Commendation Medal, as well as numerous campaign and service awards. He was presented the Order of Merit of the Republic of Hungary, the Star of Merit and Honor from the Greek Ministry of Defense and the Joint Forces Medal of Honor and the Grand Order of Merit of the Italian Republic. Mr. Ellis currently serves on the board of directors of the Lockheed Martin Corporation, Level 3 Communications, and Inmarsat PLC. He served for three years as a Presidential Appointee on the President's Intelligence Advisory Board and, in 2006, he was a member of the Military Advisory Panel to the Iraq Study Group.

WATERLOO, IA (CBS2/FOX28) - On Thursday the Waterloo Regional Airport conducted an emergency training drill focusing on a plane crash and mass casualty situation. The airport has seen a 13 percent increase in passenger departures since this same time last year. As traffic at the airport increases, first responders are working to make sure those passing through are safe. Thursday's drill was a joint effort by area police, fire and ambulance agencies. It also included assistance from the Army National Guard and about 65 volunteers acting as victims. "It gets like scary a lot of times," McKayla Borter, 14, who acted as a victim with a spinal cord injury said. McKayla's mother and brothers, Laekyn, 4, and Dakota, 6, also participated as actors in the drill. They are planning to take their first trip on a plane as a family to Tennessee next spring break. As volunteers, they were responsible for acting out the fake injuries assigned to them. Some victims only have scrapes and bruises. 15 in the drill were dead. "Some of those tears you see are probably real, they get so into the role," Dan Trelka the Director of Safety Services for Waterloo said about the emotional nature of the exercise. Mike Wilson, the Director of Aviation, for the Waterloo Regional Airport, explained that the scenario is also as real as possible. "They were on arrival and unexpectedly they crash landed. The aircraft split into 2 parts, we have two busses on the runway and we have people scattered in 3 different areas," Wilson said describing the scene. The drill lasted five hours with first responders working to triage victims. Law enforcement secured the area and firefighters helped triage and deal with the burning aircraft. National Guard members also helped with triage. While it's frightening for McKayla, she said it also gives her some peace of mind as she prepares for that that first plane ride. "I thought it would help in case of a real emergency," she said. The airport conducts a mass casualty drill every three years. It is required by the Federal Aviation Administration.

Firefighters and local governments have been busy with rescue work as a torrential rain has inundated low-lying areas in many counties of central China's Hubei Province on Wednesday. In Sanguan Town of Enshi Tujia and Miao Autonomous Prefecture, a car with two people inside was trapped by the 1.1 meters' deep flood near a culvert on Wednesday morning. Firefighters arrived at the site and conducted traffic control around the culvert, then moved the two people to safety. Heavy downpours also flooded many places in Jianshi County of Enshi on Wednesday, trapped people, vehicles and other goods. Firefighters rushed to the rescue and helped 35 trapped people while transferred over 1,200 goods and materials up to 14:00. Ezhou City experienced the strongest rainfall so far this summer on Wednesday. Local government quickly launched a contingency plan and sent over 100 workers to check the drainage system across the city and eliminate danger in time. Water Main Break Flooding UCLA Campus; 5 People Rescued

LOS ANGELES (AP) -- A broken water main near the UCLA campus Tuesday sent a geyser of water some 30 feet into the air, trapping people in underground parking garages and covering some of the best-known parts of campus in water, including the school's famed basketball arena. The 30-inch, 93-year-old pipe that broke under nearby Sunset Boulevard made a raging river of the street and sent millions of gallons of water across the school's athletic facilities, including the famed floor of Pauley Pavilion, as well as a pair of parking structures that took the brunt of the damage. The arena -- where Kareem Abdul-Jabbar, Bill Walton, Reggie Miller and Kevin Love starred and John Wooden coached for 10 years -- recently underwent a $132 million renovation that was completed in October 2012. At least an inch of water covered the floor Tuesday night, and its locker rooms were also flooded. "It's painful. It's painful," UCLA Chancellor Gene Block said at a news conference. "We just refurbished Pauley just a few years ago. And it's a beautiful structure. It's of course, a symbolic structure for this entire campus." Administrative Vice Chancellor Jack Powazek said the school may need to make contingency plans, but "luckily we're not in the middle of basketball season." The water break came amid a severe drought in California, where under new regulations residents are subject to fines up to $500 a day for wasting water. Firefighters, some using inflatable boats, saved at least five people who were stranded in the underground parking structures. People saw the water and started rushing down the stairwells to rescue their cars, and authorities had to keep them out as water rose up to the wheel wells of vehicles, many of which were stranded, city fire spokesman Brian Humphrey said. Firefighters have been searching cars in the structures to make sure nobody was still inside, Humphrey said. No injuries have been reported. As many as 100 cars were stranded in the garages, officials said. Beth Schoenborn, 49, and her daughter Kelly Schoenborn, 17, of Portland, Oregon, were on a campus tour that was brought to a halt when the water started flowing. Their rental car was in one of the flooded parking structures. They got to it and started driving but couldn't exit because a dip was blocked by water. "We moved it up to the highest point," Beth Schoenborn said as she stood outside the parking structure. The water pipe, which carries 75,000 gallons per minute when it's functioning, broke at about 3:30 p.m. and was shut off about 3 1/2 hours later, Department of Water and Power spokesman Jim McDaniel said. An estimated 8 million to 10 million gallons were released, McDaniel said. "Unfortunately, we lost a lot of water, around 35,000 gallons a minute, which is not ideal in the worst drought in the city's history," City Councilman Paul Koretz said, "so we ask everybody to try harder to conserve water." Three buildings were damaged. In addition to Pauley Pavilion, the Wooden Center, which has training facilities for students, and the J.D. Morgan Center, which houses the school's sports trophies and athletics offices was also flooded. Fire and police officials swarmed the chaotic scene that featured helicopters hovering overhead and backpack-bearing students wading across campus in ankle-deep water. Meanwhile, some fun-seekers went in the water with body boards. Patrick Huggins and Matthew Bamberger, two 18-year-olds who live in nearby Westwood, said they were having a boring summer day until Huggins' mother told them about the water. "It was about up to my thigh, and I thought this is a good day for a little dip," Huggins said. The two shot video of themselves diving and splashing in the badly flooded practice putting green used by the golf team. Paul Phootrakul of the UCLA Alumni Association, who was in business attire for an evening event, took off his dress shoes and dress socks, and rolled up his slacks in an attempt to wade to his car. Firefighters stopped him, saying the parking structure was not steady because of the weight of all the water. "I was trying to move my car without getting wet so I'm presentable for this event," he said. "I definitely know that the cars on the bottom floor, my best bet, are gone or totaled. I don't have much hope for my car."

As demonstrators clashed near a downtown park here two weeks ago, a white nationalist protester in a bulletproof vest turned, pointed a pistol toward the crowd and fired a single shot at the ground, in the direction of a black man wielding an improvised torch. To make his escape, a video recording shows, the armed protester strolled past a line of about a dozen state police troopers who were safely positioned about 10 feet away behind two metal barricades. None of them budged. “We all heard it and ran — I know damn well they heard it,” said Rosia Parker, a community activist in Charlottesville. “They never moved.” Police had a suspect in the shooting in custody on Saturday morning, according to an official familiar with the investigation, who requested anonymity to provide information not yet public. But residents are still demanding to know why officers did not act in real time as heavily armed people fought and a car sped toward a crowd, killing a woman. So stark was the police failure to intervene, many participants in the protest and counterprotests believe it was by design. Now, as white-power organizations declare their intentions to rally in cities around the country, police departments are looking to Charlottesville for hints on how to keep the peace — and what mistakes to avoid. Charlottesville, too, is seeking answers. The city announced on Friday that it had hired a former United States attorney to evaluate the planning and response to three white supremacist events in the city this year. The final rally, a show of power by white supremacist groups, was ostensibly held to protest the removal of a statue of Robert E. Lee, the Confederate general. Officials have insisted that no “stand down” order was issued, and a state police spokeswoman said troopers did not hear the shot. But many people suspect the inaction was deliberate, because just a month earlier, the police were heavily criticized for responding harshly at a Ku Klux Klan rally where anti-Klan protesters were sprayed with tear gas and arrested. On the day of the “Unite the Right” rally, Aug. 12, only eight arrests were made, even with 125 local officers, hundreds of National Guard troops, the state police and neighboring police agencies present. Those arrested included James A. Fields, the driver who has been charged with murder in the death of Heather D. Heyer. Investigators are also close to making arrests in the case of DeAndre Harris, 20, a local teacher’s aide and African-American who was beaten with a metal pipe and slabs of wood in a parking garage just a few yards from Police Headquarters, the city manager, Maurice Jones, said. Mr. Jones said the police had developed two “tactical mobile force contingency plans” that were to be used as “quick responders” to skirmishes and fights that were popping up throughout downtown. The officers were instructed to “respond to fights directly” and to make arrests in teams and squads, he said. He stressed that the city had tried to prevent the rally, but that a federal judge had ordered the city to grant the permit. But even a member of the City Council asked the city manager and the police chief why there was an “apparent unwillingness of officers to directly intervene during overt assaults.” The city did not use a number of security measures recommended by the state police, said Brian Moran, Virginia’s secretary of public safety and homeland security, including a ban on weapons and sticks of all kinds. The state also proposed designating parking areas, busing protesters and cutting off traffic for at least 10 blocks. None of that happened, he said.
