Ask for the complete set, including that of The International Treaty on Civil & Political Rights. (The Bill of No Rights). The following are some of the recommendations of The Lima Declaration. Resolution 5........Recognizing the urgent need to bring about the establishment of a New International Economic Order based on equity, Sovereign equity, Inter-dependence and co-operation as has been expressed in the declaration and program of action on the establishment of a New International Economic Order in order to transform the present structure of economic relations. Resolution 27 -------- Developed Countries such as Australia should expand it's imports from developing countries. Resolution 28 ------ Requires that developing countries increase their Industrial growth by more than the 8% recommended in earlier United Nations meetings and increase their exports by 350% by year 2000. Resolution 35 -------- Developed Countries (Australia) should transfer technical, financial, and capital goods to developing countries to accomplish resolution 28 above. Resolution 59 ------The developed countries should adopt the following measures. (a) Progressive elimination or reduction of tariff and non-tariff barriers, and other obstacles to trade, taking into account the special characteristics of the trade of the developing countries, with a view to improving the international framework for the conduct of world trade. Adherence to the fullest extent possible to the principle of the "standstill" on imports from developing countries and recognition of the need for prior consultation where feasible and appropriate in the event that special circumstances warrant a modification of the "standstill". (b) Adoption of trade measures designed to ensure increased exports of manufactured and semi-manufactured products including processed agricultural products from the developing to the developed countries: (c) Facilitate development of new and strengthen existing policies, taking into account their economic structure and economic, social and security objectives, which would encourage their industries which are less competitive internationally to move progressively into more viable lines of production or into other sectors of the economy, thus leading to structural adjustments within the developed countries, and redeployment of the productive capacities of such industries to developing countries and promotion of a higher degree of utilization of natural resources and people in the latter (d) Consideration by the developed countries of their policies with respect to processed and semi-processed forms of raw materials, taking full account of the interests of the developing countries in increasing their capacities and industrial potentials for processing raw materials which they export; (e) Increased financial contributions to international organizations and to government or credit institutions in the developing countries in order to facilitate the promotion or financing of industrial development. Such contributions must be completely free of any kind of political conditions and should involve no economic conditions other than those normally imposed on borrowers;

His name is Peter Spencer, he's a farmer in New South Wales, and his livelihood has been stolen by the Australian government in the name of -- you guessed it -- "combatting climate change." That's why he is now sitting atop that windblown tower you see in the photograph, on sheep farmland rendered useless by eco-legislation, starving himself to death in protest at his government's callous disregard for his property rights. This is his 46th day on hunger strike. Jo Nova has been following the story closely. Here's the eco-political background: As a part of Australia's commitment to protect native vegetation and to reduce carbon emissions under the Kyoto protocol, Peter Spencer and thousands of farmers like him, have been subjected to a government imposed ban on land clearing. The saved trees are natural carbon sinks worth an estimated $10.8 billion to the government in reduced carbon emissions, should Kevin Rudd's emissions trading scheme go ahead. But the farmers, who can no longer develop this land have received no compensation. Peter Spencer is among the victims of this legalised theft. He first told his story here in 2006. In recent decades, thousands of farms have become economically marginal and have gone out of business. What is not widely known is that this "marginality" has often been the result not of market forces but of government regulation. In particular, governments in pursuit of urban green votes have imposed a vast range of devastating new costs on farmers. Oliver Tripodi addresses the issue of refugees to the Minister For Immigration Mr Chris Evans calling for Australia to "wise up and adopt a more humane mindset". Tripodi's speech was part of the 2010 Victorian Youth Parliament in the chambers of Parliament House, Spring Street Melbourne. The INDIVIDUALS TEAM was made up of six young people from different parts of the state, Oliver Tripodi comes from Williamstown in the Western region of Melbourne. Youth Parliamentarians entered the chambers in the first week of July where they debated 16 pieces of proposed legislation written by the youth. Some of the issues raised include: • Removal of Glass from Entertainment Venues • Lowering the Blood Alcohol Content for drivers to 0.02 • Opt-Out System for Organ Donation • Greater Education of Homosexuality in Schools • Full Time Psychologists in all Schools • INTERNET CENSORSHIP & • BORDER SECURITY. Youth Parliament involves the Members of Parliament handing over the reins (and their desks) to 96 young Victorians aged 16-25 who then debate 16 pieces of proposed legislation that they have spent the 6 months writing. Delivered by YMCA Victoria in conjunction with the Office for Youth, the program includes three days of debating in the Parliamentary Chambers in Spring St, Melbourne, under the eye of the Members of Parliament, media and the public alike. Bills passed by the Youth Parliament and given the assent of the Youth Governor are then passed onto Premier John Brumby for consideration. Over 20 Youth Parliament Bills have gone onto become Victorian legislation, including 'Drug Testing for Drivers', 'Over the Counter Availability of the Morning After Pill' and 'Amendments to Strengthen Gun Laws'. Occurred from 8am, February 10, 2010 as a protest against the Australian Government over the forthcoming internet filtering legislation and the perceived censorship in pornography of small-breasted women (who are thought to be under age) and female ejaculation. The protest consisted of a distributed denial-of-service attack (DDoS) on Australian Government websites. An attack five months ago had not been successful. The Australian anti-censorship groups complained that the attack only hurts their cause, and Australian government members dismissed the attack and said that they would just restore the service when the attack finished. Analysis of the attacks cited their peak bandwidth at under 17Mbit, a figure considered small when compared with other DDoS attacks. The operation began as a protest responding to a plan by Australian Telecommunications Minister Stephen Conroy that would require internet service providers to block illegal and what the government deemed as "unwanted" content. Websites to be blocked feature pornography showing rape, bestiality, child sex abuse, small-breasted women (who may appear under the legal age), and female ejaculation. Drawn depictions of such acts are included in the proposal. The filter also includes gambling sites along with others showing drug use. Google has questioned the proposal, saying the prohibitions would be too broad. It is strongly opposed by free speech groups. A poll conducted by McNair Ingenuity Research for the Hungry Beast television program found that 80% of their 1000 respondents were in favor of the concept of the plan. The Department of Defence's Cyber Security Operations Centre discovered the attack was coming on 5 February. A statement released to the press two days before the attack said, "No government should have the right to refuse its citizens access to information solely because they perceive it to be 'unwanted'." It went on to read, "The Australian Government will learn that one does not mess with our porn. No one messes with our access to perfectly legal (or illegal) content for any reason." Anonymous had previously garnered media attention with protests against Church of Scientology and the Iranian government. In September 2009, Prime Minister Kevin Rudd's website was hacked in a similar protest to proposed internet censorship reforms.

We sometimes hear our fellow Australians speak about THEIR right to free speech. But like the Hollywood dreams we've watched since childhood, this is a fallacy. Australians DO NOT have the right to freedom of speech and we never have. The Australian Constitution does not have any express provision relating to freedom of speech. There is no list of personal rights or freedoms which may be enforced in the courts. Moves have been made towards the adoption of a Bill of Rights for Australia, predictably however our Government that is stalling. On 10 December 2008 the Rudd government announced a nationwide Consultation to examine the protection and promotion of human rights and responsibilities in Australia, so the National Human Rights Consultation Committee was appointed. On 8 October 2009 the Commonwealth Attorney-General released the Committee's highly anticipated report. After widespread public engagement, the Committee found overwhelming community support for a Human Rights Act. The Australian government said it would respond to the report by the end of 2009. That was 2 years ago. AMNESTY INTERNATIONAL SAYS IN REGARD TO AUSTRALIA: "In recent times we have seen how human rights are vulnerable to being undermined by government policies, such as mandatory detention of asylum seekers and the sedition laws passed as part of our anti-terror legislation. There is also the potential for free speech on the internet - or in any other forum - to be censored without legal protection of our right to free speech. We are left relying on the Government to protect our basic human rights, and we have no legal avenue to challenge them if they are abused. While it is marginalised communities whose human rights are most at risk of being violated, human rights of all people are in truth always at risk of being violated if not protected." AUSTRALIA IS NOW THE ONLY LIBERAL DEMOCRACY IN THE WORLD WITHOUT OVERARCHING HUMAN RIGHTS PROTECTION. Even though Australia has signed all five international treaties that make up the International Bill of Human Rights, none of these treaties are legally binding in Australia. Despite it being 110 years since Federation each Australian generation has plodded on, seemingly neither knowing nor caring that we do not have a bill of rights in this country. We the Australian people have let successive governments dictate to us for generations and impose onto us their vile and discriminatory polices like the White Australia Policy, the policies that caused the Stolen Generations, Conscription, and imprisoning asylum seeker in detention centres.
