Donald Trump recently came out with his proposal for a new tax plan. Every politician comes out with his own plans and proposals, but Jimmy wondered if voters pay any attention to the specifics. So we went out on the street and found people who claimed to support Hillary Clinton and asked those people about her tax plan. What they didn’t know is that the tax plan we presented them with was not Hillary Clinton’s. It was Donald Trump’s. "The retention of 98 percent of the Bush tax cuts by the most liberal president to hold office reminds us that a mere four years after leaving office, George W. Bush has a legacy that is becoming more impressive with time. Kevin Hasset of the American Enterprise Institute puts it this way: "After everything settles, people of both parties will have to agree that this was a big win for Bush. Almost all of Bush's favored tax policies have become a permanent part of the tax code. The top rate is higher, but marginal tax rates on 'rich' people with incomes below $400,000 are even lower than they would have been if Bush's tax cuts had never passed." He emphasizes: "It is especially important that dividends will probably never again be taxed as ordinary income. Even Republicans in the House were against Bush's dividend tax proposal to begin with. Now, even Democrats agree that dividends should be taxed less." Although he was elected as a man of the people, Trump's tax reform plans make it clear that he is serving as a baron for billionaires. The tea leaves that pass for a coherent legislative policy suggest that Trump's Plan A had pulled a page or two from House Speaker Paul Ryan's playbook, long on the shelves. Ryan had a wonky, but nifty, three-step:- One, repeal, but don't quite replace Obamacare; -- Two, enact a corporate tax reform featuring a brand new "border adjustment" tax, also known as tariffs; and -- Three, enact sweeping income tax cuts and repeal the estate tax. All in, and roughly, this would be a $2 trillion loss (over 10 years) for the lower classes, 24 million of whom would lose health care coverage and all of whom would pay higher prices for basic goods under the "border adjustment" tax. It would also be roughly a $2 trillion win for the upper classes, who would benefit from repeal of the Obamacare taxes, the lowering of corporate tax rates, the slashing of income tax rates and the elimination of the estate tax. Alas, Plan A didn't quite work. Turns out that the people paid attention to details, like the devilish one about the 24 million who stand to lose health insurance coverage. No worries: Trump is now hinting at Plan B, another tried and true Republican trick for getting the country to go along with yet more tax cuts for the rich. Treasury Secretary Steven Mnuchin says the Trump tax plan will rely on economic growth to pay for itself, such that we can get to Step Three, where the real goodies for the billionaire class lie. Voodoo economics, welcome back! Unfortunately, real tax policy ought to be more than a Vegas-style magic show. There are two painfully serious sets of problems with the return of supply-side witchcraft. First, this is risky fiscal business. The nonpartisan Committee for a Responsible Federal Budget reports that America has not seen sustained growth rates of 4% (a rate optimistic Trumpians target), since the early 1960s, when our population was younger and growing. Even if growth were to spike up quickly to these rosy-hued levels, interest rates, still historically low, would certainly rise. This would doubly hurt the federal government, because it would have more debt to finance, due to the tax cuts, and at higher interest rates. As is, the federal government spends more on interest payments on its debt than on education, energy and the environment, international affairs, and science -- combined. An increase in both debt levels and the interest rate would be devastating for domestic discretionary spending for decades to come.Second, even if we were to plunge into more debt on a risky gambit for greater growth, why should tax cuts for the rich get the first (and maybe only) priority for the corresponding goodies? The rich already get away with paying little if any taxes, as the President himself knows perfectly well. Is the best way to make America great again, to get more jobs for more Americans, really to eliminate the estate tax? So Sheldon Adelson's heirs won't have to ever pay tax? Couldn't the trillions for billionaires be better spent, say, on middle-class tax cuts, infrastructure investments, and/or education, with perhaps a little left over for science, the environment and international affairs?Donald Trump got elected president promising to be a man of the people, a ruler for the forgotten. Now it is he who seems to have forgotten. His Plan A on tax reform was to take from the bottom to give to the top. Thwarted in that effort by the people, who turn out to like having health care, Trump turned to Plan B: take from the future to give to the top. Let us hope that the people rise up again and stop the latest attempt at a billionaire money grab. Then maybe, just maybe, Trump could live up to his promise to be a new kind of politician, one for the American middle class. He could give us Plan C: a tax reform that, instead of giving more breaks to the billionaire class, actually asks them to share more with the rest of us. One of the most common-supply-side talking points is that tax cuts always lead to higher tax revenues. It's not really true (revenues crashed after the 2001 Bush tax cuts) but even if it were, it's misleading: Tax revenues tend to rise over time as a natural result of inflation, rising population, and economic growth. Taken at its face value, the supply-side logic would imply that tax hikes always cause revenue to fall, which is ridiculous on its face, and which explains why supply-siders never mention this silly corrollary to their claim. Until now! John McCain is a recent convert to supply-side economics and still working on getting the talking points down. Speaking yesterday in South Carolina, the straight talker proclaimed himself a believer in the notion that cutting taxes increases revenue for the government by spurring economic growth. Dont listen to this siren song about cutting taxes, Mr. McCain told supporters gathered here under a tent in a driving rain. Every time in history we have raised taxes it has cut revenues." What? Every time? Okay, how about we go back and look at the last time taxes were raised -- 1993. It's true that conservatives predicted revenue would fall as a result of the tax hike. (Typical quote: "Higher taxes will shrink the tax base and reduce tax revenues" -- Newt Gingrich.) But it didn't exactly work out that way...this claim is so obviously false it could have been refuted after maybe thirty seconds of research. Didn't the author (Michael Cooper) realize that tax hikes don't always, or even usually, lead to reduced revenue? Does he remember the 1990s? Is he aware that the federal government raised taxes and started collecting dramatically higher revenues during World War II? (Taxes were raised and revenues quintipled.) http://blogs.tnr.com/tnr/blogs/the_plank/archive/2008/01/18/mccain-lies-his-head-off-new-york-times-asleep-at-swich.aspx But the free-market party of Reagan is dead (thanks to the financial crisis) and the resentment party of Nixon (in the form of the ugly attacks unleashed by McCain and Sarah Palin) may find that its best days are behind it. Where is the party of McCain? The man who survived five and a half years as a Vietnam POW and a thousand political battles is being crushed by a dying elephant. Sure, the market would likely be melting down McCain's campaign no matter what he did. But he'd have a better chance if he canned the character attacks on Barack Obama. Aside from being offensive and desperate, they don't work with undecided voters. And they're confusing to McCain's own stoked-up partisans, as he found in Minnesota last week, when he told a woman who said she was scared by Obama, because he was "Arab," that she was wrong and his opponent was actually a "decent family man." McCain's own crowd then booed him. But most voters this year aren't much interested in William Ayers or other distractions. Times are bad and the greedheads are to blame. "They know only the rules of a generation of self seekers," Franklin D. Roosevelt said in his 1933 Inaugural Address, referring to the GOP thinking of the 1920s. "They have no vision, and when there is no vision the people perish." Restoration. It's a powerful vision, and one that McCain understood in 2002 when he tried to force the money contributors from their high seats in the Capitol as part of McCain-Feingold campaign-finance reform. McCain could not, by himself, wrest control of the Republican Party built by Tom DeLay and Grover Norquist, who once loathed McCain but looked plenty happy in St. Paul, Minn. Those gents and the House Republicans who almost drove the economy off the cliff last month got into politics because of their hatred of regulation and taxation, the twin bogeymen of the GOP for three decades. But guess what? In the span of three weeks, those words have taken on a positive connotation (at least as applied to Wall Street). White House economic adviser Gary Cohn says the plan would cut the top income tax rate from 39.6 percent to 35 percent. It also would reduce the number of personal income tax brackets to three from seven. The new tax rates would be 10 percent, 25 percent and 35 percent. The plan would double the standard deduction for married couples to $24,000, while keeping deductions for charitable giving and mortgage interest payments. The plan would trim other deductions used by high-income Americans, including state and local tax payments. It would also repeal the estate tax, the catch-all alternative minimum tax and the 3.8 percent tax on investment income from President Barack Obama's health care law. "I can't guarantee anything. You can always find a unique family somewhere," Cohn told ABC's George Stephanopoulos in an interview that aired on "Good Morning America," noting a family of four earning $55,000 could expect to see a tax decrease between $650 and $1,000, but acknowledging there are always exceptions to any rule. Cohn later dodged a pointed question from Stephanopoulos as to whether he could guarantee President Trump wouldn't see a tax cut under the plan, instead saying the plan is aimed to benefit the country as a whole. Mr. Trump has declined to release his tax returns, so it's difficult to judge how the plan would affect him exactly, but he is likely to benefit from the proposed elimination of the Alternative Minimum Tax and eventually, his family is likely to benefit from the proposed elimination of the estate tax. The White House has emphasized the president's tax plan was designed with the middle class in mind, something Mr. Trump touted during his Wednesday speech in Indiana about the plan. "Our framework includes our explicit commitment that tax reform will protect low-income and middle-income households, not the wealthy and well-connected," Mr. Trump said during his Wednesday speech in Indiana, rolling out the plan. "They can call me all they want. It's not going to help."---
