The GOP healthcare bill keeps some of the most popular parts of Obamacare, like letting young adults stay on their parents' health insurance until age 26 and requiring insurance companies to cover people with pre-existing conditions. But the Republican bill gets rid of the key element that made Obamacare work: the individual mandate. Now that people aren't required to have insurance, healthy people could leave insurance pools en masse, leaving sick people who are more expensive to cover. Hypocrisy is a minor sin in politics, but still, it is remarkable how much of it there is to be found in this legislation. A core Republican complaint when Obamacare was passed was that the law delayed many of its provisions in order to reduce public outcry and manipulate the CBO’s score. The GOP bill is similarly aggressive with such tricks, delaying changes to the Medicaid expansion until 2020 and pushing Obamacare’s tax on expensive insurance plans out until 2025. Because Republicans aren’t even trying to win Democratic votes, they’re stuck designing a bill that can wiggle through the budget reconciliation process (another thing they complained about Democrats doing). That means they can’t make major changes to insurance markets like repealing Obamacare’s essential benefit standards or allowing insurance to be sold across state lines. That last part is particularly striking, given that it was one of President Trump’s five demands in his speech last week. I’ve always been skeptical about the savings Republicans could wrest by changing those regulations, but now they can’t get those savings at all — which means sacrificing a key part of their theory of cost control. This bill has a lot of problems, and more will come clear as experts study its language, the Congressional Budget Office release its estimates, and industry players make themselves heard. But the biggest problem this bill has is that it’s not clear why it exists. What does it make better? What is it even trying to achieve? Democrats wanted to cover more people and reduce long-term costs, and they had an argument for how their bill did both. As far as I can tell, Republicans have neither. At best, you can say this bill makes every obvious health care metric a bit worse, but at least it cuts taxes on rich people? Is that really a winning argument in American politics? In reality, what I think we’re seeing here is Republicans trying desperately to come up with something that would allow them to repeal and replace Obamacare. This is a compromise of a compromise of a compromise aimed at fulfilling that promise. But “repeal and replace” is a political slogan, not a policy goal. This is a lot of political pain to endure for a bill that won’t improve many peoples’ lives, but will badly hurt millions. That's because of bargaining power. Government programs, like Medicare and Medicaid, can ask for a lower price from health service providers because they have the numbers: the hospital has to comply or else risk losing the business of millions of Americans. After the Republicans in the Senate failed to pass any form of health care reform, basically to repeal Obamacare, Donald Trump said, "You know what? Fine. I'm just going to let Obamacare fail on its own." Because as Republicans kept telling us, the Affordable Care Act, Obamacare, was absolutely failing. It was in a death spiral is what Paul Ryan and a lot of Republicans like to tell us, so they were just going to sit back and let that happen and do nothing to fix it. Well, as it turns out, every available report that's looked into it said Obamacare was actually flourishing. It was nowhere near being in a death spiral because it was actually getting better. More people were signing up for it. Obamacare was growing. And, because Trump can't have anything that President Obama did actually succeed, he's now decided he is actively going to sabotage the Affordable Care Act and, by extension, sabotage the lives and health of American citizens. Here is what Donald Trump has proposed to do. He is going to slash the advertising budget for the Affordable Care Act down to about 10% of what it was during the time of open enrollment. What this means is that people will not be able to get the information they need through TV commercials, through billboards, through radio ads, or whatever. It's not going to be there because there's no budget left for it. They're not going to know that it's time for open enrollment. A lot of people don't necessarily pay attention to that every year and check the website every day to get those dates. Trump is trying to take away their ability to sign up so he can go back later and say, "Look how many people decided not to sign up for Obamacare because it's a failure." He's not going to take any of the blame for it. He's going to put it all on Obama, even though Trump is the single person who is making this happen. Furthermore, they're going to cut back on the funding for staff that help people navigate the waters of Obamacare, that help them get signed up and pick their plans. Basically, cut the staff down to absolutely nothing, so there aren't enough people to help consumers pick out the plan that they need or that best fits their budget and their family. So, instead, people may end up buying a policy that over covers or under covers them, that costs too much, or that costs so little but, again, doesn't cover anything. Therefore, they would consider the system to be a failure. The bottom line is this. Obamacare has not failed. Obamacare is not perfect. There is a hell of a lot of room to improve, but the only reason it could fail at this point is if Donald Trump and the Republican sabotage it, which is exactly what they've said they're going to do. This is disgusting behavior from the President of the United States and something that we as an American public should not tolerate. Unfortunately, we have little recourse until the 2018 midterm elections. But when those elections roll around I want everyone to remember which party was fighting to give you universal health care coverage, and which party was fighting to give health care coverage to only the wealthy who could afford it and, at the same time, give the wealthy a tax break.

High, persistent unemployment and a sluggish economy underscore what all but the most-dedicated supporters of Barack Obama know to be true: The president's 2009 stimulus program was a massively expensive bust. Understanding why the stimulus failed is an important step in understanding how the government can—and cannot—goose economic recovery. To get a better sense of how and where the stimulus went wrong, Reason.tv focused on Silver Spring, Maryland, a suburb of Washington, D.C., that's home to a large number of government contractors and other recipients of money earmarked for the sorts of "shovel ready" projects that were going to bring the economy back to life. President Obama's top economic advisor Larry Summers laid out ground rules for how stimulus dollars should be spent: The funds must be "targeted" at resources idled by the recession, the interventions must be "temporary," and they needed to "timely," or injected quickly into the economy. None of that turned out to be true. "Even if you were to believe that government spending can trigger economic growth," says Veronique de Rugy, Reason columnist and senior research fellow at the Mercatus Center, "the money is never spent in a way that's consistent with the conditions laid out by the Keynesians for it to be efficient." Remarks of President Barack Obama Weekly Address The White House August 17, 2013 Hi, everybody. Over the past few weeks, I've been visiting with Americans across the country to talk about what we need to do to secure a better bargain for the middle class. We need to rebuild an economy that rewards hard work and responsibility; an economy built firmly on the cornerstones of middle-class life. Good jobs. A good education. A home of your own. A secure retirement. And quality, affordable health care that's there when you need it. Right now, we're well on our way to fully implementing the Affordable Care Act. And in the next few months, we'll reach a couple milestones with real meaning for millions of Americans. If you're one of the 85% of Americans who already have insurance, you've already got new benefits and protections under this law that you didn't before. Free checkups, mammograms, and contraceptive care. Discounted prescription medicine on Medicare. The fact you can stay on your parents' plan until you turn 26. And much, much more. And it's okay if you're not a fan of the Affordable Care Act -- you can take advantage of these things anyway. If you don't have insurance, beginning on October 1st, private plans will actually compete for your business. You can comparison shop in an online marketplace, just like you would for cell phone plans or plane tickets. You may be eligible for new tax credits to help you afford the plan that's right for you. And if you're in the up to half of all Americans who've been sick or have a preexisting condition, this law means that beginning January 1st, insurance companies have to cover you -- and they can't use your medical history to charge you more than anybody else. You can find out more about the law, and how to sign up to buy your own coverage right now at HealthCare.gov. Tell your friends and neighbors without insurance about it, too. And tell your kids that there's a new, easy way to buy affordable plans specifically tailored to young people. Many Members of Congress, in both parties, are working hard to inform their constituents about these benefits, protections, and affordable plans. But there's also a group of Republicans in Congress working hard to confuse people, and making empty promises that they'll either shut down the health care law, or, if they don't get their way, they'll shut down the government. Think about that. They're actually having a debate between hurting Americans who will no longer be denied affordable care just because they've been sick -- and harming the economy and millions of Americans in the process. And many Republicans are more concerned with how badly this debate will hurt them politically than they are with how badly it'll hurt the country. A lot of Republicans seem to believe that if they can gum up the works and make this law fail, they'll somehow be sticking it to me. But they'd just be sticking it to you. Some even say that if you call their office with questions about the law, they'll refuse to help. Call me old-fashioned -- but that's lousy constituent service. And it's not what you deserve. Your health insurance isn't something to play politics with. Our economy isn't something to play politics with. This isn't a game. This is about the economic security of millions of families. See, in the states where governors and legislatures and insurers are working together to implement this law properly -- states like California, New York, Colorado and Maryland -- competition and consumer choice are actually making insurance affordable. So I'm going to keep doing everything in my power to make sure this law works as it's supposed to. Because in the United States of America, health insurance isn't a privilege -- it is your right. And we're going to keep it that way. Thanks. And have a great weekend.

Since the Affordable Care Act passed in 2010 health care costs have gone up by double digits each year. The health care bill did get more people insured and helped with issues like preexisting conditions, but the problem with the healthcare law isn't what it tried to do, it's what it failed to do: reduce costs. The solutions to the cost problem is with the free market and competition. Here are just three ideas that could make a huge difference. Number 1: We can roll back the tax burden on insurance companies. The ACA added a $60 billion tax on health insurers, which made them have to charge more to consumers to cover their costs. Taxes roll downhill so a tax on insurers means higher costs for all of us. Number 2: We can lower the regulations on health plans. The ACA has a lot of requirements that force insurance plans to cover an incredibly big list of benefits. If you want a bare-bones insurance plan that simply covers catastrophic events like a car accident or cancer you currently can't get one. By boosting the benefits of every plan it restricts competition and drives up prices by forcing smaller health insurers out of the marketplace. Low-cost catastrophic plans that are normally purchased by younger, healthier people are no longer available because of the ACA requirements. Introducing as many health insurers to the marketplace as possible can drive down prices by encouraging businesses to compete to cut costs. The ACA did the exact opposite: Less competition and higher prices. Number 3: Encourage medical innovation. The cost to bring a new drug to market already exceeds two and half billion dollars. And the ACA places an additional twenty-two billion dollar tax burden on innovator drug companies, the same businesses that produce lifesaving medications and cures for those in need. Punishing drug producers forces them to charge even higher prices to make up for the lost money in research, development, and taxes. If we encourage, not punish drug makers it will lead to more breakthroughs and lower costs--a win, win for all of us. As healthcare costs skyrocket, don't forget that the free market is our best chance to rein them in.
