National Delivery System: Implementing the National Development Plan, City Plans and Global Goals

05:37
Welcome to Africa's century – when we turn our vision for the Continent into Reality. For Africa to flourish, our Cities have to work. Cities have to work in order to achieve the Global Goals, to deliver Africa’s Agenda 2063 and to deliver National Development Plans. Cities have to work for inclusive economic growth and human development and to reduce poverty, human suffering, conflict and migration. Cities have to work for the Green Climate Fund to be effective and for the Paris Agreement on Climate Change to succeed. So how will that happen? THE METHOD Cities need an enabling environment, devolved powers, resources and human capacity. And to work well, cities need to implement and deliver ambitious and robust plans. A Delivery System provides digital infrastructure for more cities to achieve more results, faster and for less. This can mean the difference between inclusive growth in cities rather than slums, poverty, insecurity and migration from the city. With a Delivery System, city plans work together within a long term National Development Plan. City results add up to produce real-time reports for ministries, departments and agencies – and Annual Progress Reports to track national development. IMPLEMENTATION uses a powerful online platform and performance management process. Turning PLANS into RESULTS... by addressing 4 key issues. 1. Each plan is based on evidence gathered using the platform. 2. And the plan is based on what works: using solutions gathered through the platform. 3. The platform builds human capacity with a learning management system, elearning and knowledge products. And 4. The platform helps to ensure that plans are implemented… using an in-built Performance Management System, aligned Performance Contracts of officials and real-time Monitoring & Evaluation. THE RESULT The Delivery System builds Capacity and simplifies work closing the gap between Capacity Available in the city and Capacity required to successfully implement plans. So how does the Delivery System close the capacity gap? By addressing two key capacity challenges: 1. The Delivery System builds capacity of officials on the job and saves time with instant access to data. And 2. The technical tasks to be performed are not simple, they are complex and difficult. The Delivery System simplifies work with checklists and knowledge products so that city officials can do more expert work in-house. By increasing the capacity of city officials and simplifying work, the delivery system closes the capacity gap – enabling many, many cities to make effective plans and deliver results. THE BENEFITS… Include saving time and cost and improving quality of results at scale. The Delivery System changes what is possible for cities and nations:  Reducing reporting and audit workload by as much as 70% through digital automation  With instant access to real-time results rather than days of delay.  Providing evidence of what works for fast, effective decision making.  Multiplying the VALUE FOR MONEY and IMPACT of expert consultants by generating re-usable knowledge products.  Using knowledge products to build capacity for policy making to cause a policy shift.  And building technical capacity to upscale results.  Enabling more cities in more countries to flourish.  And improving use of resources to deliver Agenda 2063 and the Global Goals. The Delivery System enables cities and nations to implement their plans. Not just 3 or 20 or 50 cities: All cities benefit, delivering together and playing their role in the National Development Plan! Now is the time for a digital leapfrog! The Delivery System provides a digital infrastructure to build capacity and implement plans across the Continent. When our cities excel in capacity building and implementation, and learn together we can deliver on the promise of Africa’s Century. Future Cities Africa is a project of the Cities Alliance with the Knowledge Platform and Delivery System process developed by Gaiasoft and funded by the UK Department for International Development. The Future Cities Africa Knowledge Platform uses the MIDIR methodology. The platform is supported by Cities Alliance and Gaiasoft’s teams in Uganda, Ghana, Ethiopia, Mozambique, Kenya, South Africa, Brussels and London. This video animation was prepared by Gaiasoft for Future Cities Africa. FCA Video 3.

APA National Planning Awards 2012 - "Cool Planning" Handbook (Oregon)

02:07
National Planning Excellence Award for Best Practice Cool Planning: A Handbook on Local Strategies to Slow Climate Change Oregon Oregon like most states in America, struggles to balance development and sustainability. Cool Planning: A Handbook on Local Strategies to Slow Climate Change gives step-by-step guidelines to help communities reduce their carbon footprint through community development, land use, and transportation planning. Cool Planning was created by the State of Oregon's Transportation and Growth Management Program (TGM) and consulting firm Otak. Cool Planning offers how-to strategies, examples and case studies, and public health benefits that states and towns nationwide can implement. It presents a complex subject in an easy-to-follow format, written for local officials, planning commissioners, planners, community organizations, and developers. The handbook puts smart growth and progressive transportation planning principles into the climate change context and explains their relevance and effectiveness. The handbook provides guidance on planning strategies that can become elements of a climate action plan or a community's comprehensive plan, and tools for measuring a plan's effectiveness.

Webinar on Proposed National Public Safety Plan & Public Transportation Agency Safety Plans NPRM

43:08
This recorded webinar covers FTA's proposed National Public Transportation Safety Plan and the Agency Safety Plan Notice of Proposed Rulemaking. Both are intended to make transportation safer, based on the principles and practices of Safety Management Systems, or SMS. The proposed National Public Transportation Safety Plan, is not a regulation. It does lay out how we’re going to lead the effort to manage safety risk within our nation’s public transportation systems. The second document is the Public Transportation Agency Safety Plan Notice of Proposed Rulemaking, or NPRM. Under this proposed law, any public transportation system that receives Federal financial assistance would be required to implement a comprehensive safety plan based on Safety Management System’s principles.

Integrating Agriculture in National Adaptation Plans

03:25
www.fao.org/in-action/naps The video explains how the agriculture sectors are the most vulnerable to climate change and climate variability. This poses a multitude of challenges that must be overcome in the medium and long-term to ensure the lives, livelihoods as well as food security and nutrition of millions of people around the world. The need to adapt to changing climatic conditions is pressing for the poor - particularly women- who depend directly on agriculture for their livelihoods. The National Adaptation Plan (NAP) process can catalyse implementation and financing for these agriculture-related adaptation priorities and working towards meeting the goals laid out in the Paris Agreement and the 2030 Agenda for Sustainable Development. It also highlights the ongoing work of FAO and UNDP’s “Integrating Agriculture in National Adaptation Plans (NAP-Ag)” Programme. The UNECE Protocol on Strategic Environmental Assessment

06:42
The UNECE Protocol on Strategic Environmental Assessment (the Protocol on SEA) establishes clear and transparent procedures for integrating environmental and health considerations into national development plans, programmes and legislation in such potentially polluting economic sectors as agriculture, energy, industry, transport, regional development, land use, waste management or water management. This is a short and visually attractive introduction to strategic environmental assessment (SEA) as outlined in the UNECE Protocol on SEA. The video presents SEA process, its benefits and its potential as a tool for greening economies. It is produced by the UNECE within the framework of the EU funded programme ‘Greening the Economies in the European Neighbourhod’(EaP GREEN) in order to promote SEA and its use among national stakeholders of the EaP GREEN countries. National Parks and Wildlife Services - Brumby Culling Plan 2013

10:13
In 2013, the Victorian National Parks and Wildlife Services announced they were creating a Draft Management Plan to control brumby numbers in the Australian Alps. In 2000 (please excuse the typo that says 2002 in the video), the slaughter of over 600 Australian wild horses caused public outrage as media showed images of dead horses, shot dozens of times before dying and interviews held with locals who beheld the scene; finding terribly wounded animals with open wounds caused by numerous bullet holes. Though aerial culling has been banned by the Australian government since this incident, NPWS are pushing for the method to be allowed once more so they can shoot a large percentage of wild horse numbers again. There is a greate debate over brumbies regarding everything from whether they are an Australian icon, to their wild populations and to whether they really are a 'pest'. A majority of Australians feel aerial culling is traumatic and inhumane. This video goes over the NPWS reasons for wanting brumbies culled off and some of the falsities that occur in their report. There is evidence to suggest that brumbies DO NOT cause the amount of damage the NPWS states they do. Trapping, mustering, roping and fertility control are all perfectly good methods of controlling horse numbers. Why does the NPWS lean so much towards a horrific aerial cull of thousands of horses? Cheap, quick and easy is not the ethical, humane way to control numbers. Have your say: Brumby Information http://www.abc.net.au/radionational/programs/bushtelegraph/4723832 - Overview of NPWS plans. http://en.wikipedia.org/wiki/Brumby - Overview of brumby's in Australia. Understanding the National Education Technology Plan

35:12
Please join Future Ready Schools (FRS) in a webinar that is part of the FRS Leadership Hub, a one-stop-shop of professional learning opportunities for school leaders. This Google Hangout will explore the National Education Technology Plan (NETP), the flagship education technology policy document for the United States. The 2016 NETP, Future Ready Learning: Reimagining the Role of Technology in Education, articulates a vision of equity, active use, and collaborative leadership to make everywhere, all-the-time learning possible. While acknowledging the continuing need to provide greater equity of access to technology itself, the plan goes further to call upon all involved in American education to ensure equity of access to transformational learning experiences enabled by technology. The principles and examples provided in the plan align with Title IV A (Activities to Support the Effective Use of Technology) of the Every Student Succeeds Act of 2015. As lead on the revised 2016 NETP, Zac Chase from the U.S. Department of Education’s Office of Educational Technology will share insights into the plan’s development, desired outcomes, key themes, resources, and how the plan can benefit all school districts across the nation. FRS’s Tom Murray will moderate this engaging conversation on the vision for educational technology in the nation. Mr. Chase and Mr. Murray will also address questions submitted by viewers from across the country.
