Employers provide a variety of health care and medical benefits, usually through insurance coverage. For several decades, the costs associated with health care coverage have increased considerably in the United States. This raises a number of concerns for both employers and employees because they have to pay for this coverage. Landmark legislation enacted in 2010 changed health care in the United States, making insurance available to an additional 32 million people. Provisions of the Patient Protection and Affordable Care Act (PPACA) were phased in over several years, culminating in universal coverage in 2014. The PPACA includes many important provisions intended to provide affordable health care for all citizens. To achieve this goal, enrollment in health coverage is now mandated for every citizen. Employers offering health care benefits are taking a number of approaches to control and reduce their costs. The most frequently used strategies include the following - Increasing deductibles and copayments, Instituting high-deductible plans, Increasing employee contribution, Limiting family coverage, Switching to consumer-driven health plans and Increasing health preventive and wellness efforts. Some companies have started to offer a variety of innovative health care programs that provide better services to employees. These policies have enabled companies to encourage workers to focus more on health care matters and to participate in corporate programs. Employees are also more educated about health care issues and the available opportunities provided by their employers.

Garrett Opposes Higher Health Insurance Premiums for Americans

Rep. Scott Garrett (R-NJ) released the following statement regarding H.R. 2626, the Health Insurance Industry Fair Competition Act: The American people are tired of the politics of the health care debate. Americans want reform, not rhetoric. I agree with the constituents of the Fifth District of New Jersey that health care is too expensive and that prohibitively high cost can limit access for many families within my district and across the United States. One of the main components that I believe needs to be included in health care reform is the ability for individuals to buy insurance plans across state lines. The legislation considered by the House of Representatives today, the Health Insurance Industry Fair Competition Act would in no way address the right of individuals to shop for a plan in a different state, and despite its name, would not actually promote fair competition within the health insurance industry. In reality, this legislation would create more legal and regulatory uncertainty, which could lead to increased litigation and higher costs passed on in the form of higher premiums for American families, a point which is supported by the nonpartisan Congressional Budget Office. Additionally, this legislation may have a negative effect on competition by prohibiting new entrants to the market and smaller insurance businesses from gaining access to enough information to accurately trend, forecast, rate or price. Finally, this legislation also has the potential to prohibit or curb new industry initiatives aimed at improving quality and efficiency while reducing costs such as data aggregation, administrative simplification, and quality measurement.

Unsure if you are losing coverage? - AmeriHealth & Aetna are dropping plans for many seniors in New Jersey. Learn more: https://goo.gl/uauX1X Amerihealth HMO, INC has announced it will not renew its Medicare contract for 2017. All Medicare beneficiaries currently enrolled in the Amerihealth 65 Preferred and Amerihealth 65 Medical Only plans will receive, or may have already received, letters explaining their rights and eligibility for new plans. For all Medicare beneficiaries currently enrolled in one of these plans you must take action to ensure you have coverage for January 1st, 2017. If you take no action you will be placed back on Original Medicare. You may join a plan between October 15th, 2016 and February 29th, 2017. If you do not choose a plan with prescription drug coverage by February 29th you will not have prescription drug coverage in 2017. If you choose a plan between October 15th and December 31st coverage will begin on January 1st of 2017. If you choose a plan after January 1st it will begin February 1st, 2017. Older homes may require special coverage additions or renovations to qualify for some insurance programs. - Many insurance providers will extend discounts to clients who insure all of their personal property through their company, which can also help reduce the premiums you face as a homeowner in New Jersey. Medicare part D can also charge a deductible. What is a deductible for health insurance? There are a lot of different angles for insurance companies. When you purchase your health insurance plan they have what they call a premium. This is what the insurance company charges you to have the health insurance coverage. Let's say the health insurance premium is $200. Many people think this is all they will have to pay and the rest of the coverage is free. This is not the case in many instances. Premium is what you pay the company each month to carry the plan. The deductible is what you would pay before the company would start paying for your coverage and the co-payment is what you pay out of pocket when you go to the doctor or hospital each time. June 28, 2011 (Transcript Below) Governor Christie: One of the things Senator Sweeney and I talked about a lot was the creation of these, this new health benefit board which is going to provide more options for folks. Some of the incredible cost of the insurance we offer our public employees is because we offer them very few plans, and those plans are all Cadillac-type plans that cost $20,000 dollars a year. And so folks are feeling that pinch. The statute that we just signed into law says there's got to be the creation by this fall of at least 9 different plans, including a low-cost, high deductible plan for folks who want to save money on their health insurance but who don't necessarily have the same health needs as perhaps an older employee might have. Or an employee who has young children might have. And so the problem with the New Jersey system was, and the driving up costs was that there was so little choice for employees, and we had kind of a one-size-fits-all mentality, in fact 96% of the state employees picked one particular health plan. Well, you know, I can't imagine that 96% of our state employees have the same health needs and challenges. But when presented with so few choices, they picked the best plan they could even though it was extraordinarily expensive. So one of the reasons they picked that extraordinarily expensive plan was they didn't have to pay for it. And so what we're doing is we're encouraging employees getting their skin in the game and making wise choices regarding what insurance they take and how they utilize that insurance.

Governor Christie on Health Benefit Contributions: The Result of Compromise

Governor Christie holds his 20th Town Hall of 2011 in Fair Lawn, NJ. June 22, 2011 (Transcript Below). QUESTION: The private sector generally requires about 28% of their population to contribute to their health benefits and pension. I'm wondering how you came up with the 35% which is above the private sector. GOVERNOR CHRISTIE: That was actually the product of negotiation. As you may know my original proposal was 30%. In the process of negotiating with the Democrats they wanted a sliding scale that starts at a much lower end for people at the lower end of the pay scale, three or four percent of premium up to 35% for people making the most money on the pay scale. So that was one of those compromises that I talked to you about earlier. That grid was a product of negotiation with them. My original proposal was for 30% across the board for everybody, everybody was treated the same, they wanted a grid that changed by almost, I think it was about five or six thousand dollar increments as you go up from around $20,000 or so all the way up and so that's a product of part of the negotiation that we had with the Democrats. They felt and I agreed because it's my plan too, it's part of the compromise that we agreed to, to this graduated scale of payment--- remember too that this is phased in over four years. It's one-quarter each so if you ultimately took the, at 35%, your first year you pay about nine, then you scale up to 18, then to 27 and then to 35. So it scales in over four years if you're at that pay scale that puts you at the 35% of premium level. Now remember we're converting from a percentage of salary system for the most part across the state, to a percentage of premium system. The other thing that's going to happen is right now the state and most municipalities offer a very limited number of plans. Most of those plans are the most expensive plans, family plans that range somewhere in the $20,000 range. So one of the things that this legislation also requires is that we come up with at least nine plans to choose from of varying degrees of coverage and varying degrees of cost so that now you have more choice in the matter as well, rather than having two or three plans to choose from, sometimes even less, you will now have at least nine plans to choose from and maybe more that you can also pick in terms of how you want your coverage to be, what kind of coverage you particularly need, and how much that coverage is going to cost. So there's going to be a lot more choice available in this system for folks as they go into having skin in the game and paying their percentage of their premium. Part of the philosophy is you should also have much more choice so that economics and the type of health coverage that you want and that best serves your family can be afforded to you. Someone who is in their early twenties and is single and has no children is often now having to take exactly the same plan as someone like me in their late forties, married, with four children. The things I need for my health coverage are significantly different than the young man or young woman in their early twenties, starting their career, single would need. We're going to have a variety including Health Savings Accounts with high deductibles that people can buy which will be much less costly and for most of those younger folks they're really just concerned about a catastrophic problem not the day-to-day problems that most folks like me get when they get older. That's how we came up with it. Those were joined together, the choice of plans and a much broader choice of plans along with a sliding scale based upon how much money you make. So the more you make, the more percentage of premium you have to pay. That was not my initial proposal but it was one that I came to in negotiations with the Senate President and the Speaker as we came through and came up with this overall deal. So that's where it came from. On average, the average of everybody is about 20% of premium if you take it from the bottom of the scale to the top of the scale. The average public worker in New Jersey will pay about 20% of premium when everything is fully phased in four years from now. But on the high end it is 35% and that was the compromise we came to try to make sure that folks at the bottom end of the scale who make twenty, thirty, forty thousand dollars a year were protected from a much bigger hit to their income by having to pay much larger percentage of premium so that's how we came up with it.

BCBS TX has just announced they will discontinue all NON-GRANDFATHERED plans effective 12/31/2014 Hundreds of thousands of people will be receiving letters stating their health plans will be canceled. Why are they doing this? PPACA law states all non-grandfathered plans must meet PPACA mandates by 2014 (they actually delayed this last year to 2015) BCBS has made an administrative decision to go ahead and transition by the end of this year. The Affordable Care Act, also known as Obamacare, will require millions of uninsured people to buy health insurance starting at the first of the year, and the government hopes to simplify that process for them with the health insurance marketplace. Some think this is a good gauge of what you can expect, just plug in your household size, income and age, and you see a household of 3 earning $50,000 would have a $657 premium, receive a $315 tax credit for a total premium bill of $343 per month or roughly $4,000 a year.Sharon Robbins is a certified affordable care act insurance specialist. She says no one can be denied coverage because of per-existing conditions, so it would naturally stand to reason that rates will go up because they're going to have to insure everyone no matter what their health status is.But the aim of Obamacare is to make insurance more affordable through competition, streamlining and tax credits for lower income participants. All plans in the exchange will offer certain essential health benefits, but there are 4 tiers of coverage ranging from lower quality, more affordable plans with higher deductibles to more expensive ones that offer better coverage and lower deductibles.Where we may have thousands of plans today, we're going to be much more limited in the new market come January 1, 2014.The health insurance marketplace is meant to simplify medical coverage and the people who still don't buy in will face a penalty, but some may find the penalty easier to swallow than the premium.I think it will put a lot of pressure on some people who are not able to pay for the insurance, there is a reason why some people don't get it.

For decades now, one of the largest groups of uninsured Americans has been the 18 to 25 year-old crowd. In insurance parlance this group has been dubbed the "Young Invincibles" because their youth and good health typically give them the best prices on health insurance; a low likelihood of having an application declined due to pre-existing conditions and yet they remain the most difficult group to insure. Why? Many simply won't take the time to look for health insurance; either because they don't think they need it (they're young and invincible) or because they assume it's unaffordable. Give President Obama credit for addressing the issue head on in his 2009 address to Congress, when he said, "Those of us with health insurance are... paying a hidden... tax for those without it -- about $1000 per year for somebody else's emergency room... care. There may be those -- particularly the young and healthy -- who still want to take the risk and go without coverage... The problem is such irresponsible behavior costs all the rest of us money..." The President also did something about this issue in his health reform law by making it easier for young people to stay on their parent's health insurance and providing new protections for people who buy their own health insurance.
