Original Medicare is the Medicare parts A & B and D that we have detailed in previous videos. In this video we will talk about Medicare Advantage plans. In our next video of this series we will discuss Medicare Supplement or Medigap plans. You are only allowed a Medicare Supplement plan if you keep your Original Medicare. You cannot have a Medicare Supplement or Medigap plan and a Medicare Advantage plan at the same time. So, let’s talk about Medicare Advantage plans. 1. Medicare Advantage plans replace your Original Medicare. They are not supplements. They do not supplement or enhance your Medicare coverage, they replace it. (show book) When you choose a Medicare Advantage plan the benefits and appeals processes outlined in this guide are no longer relevant. You can throw this book away. Your benefits will be detailed in an “Evidence of Coverage” provided by the insurance company you choose to replace your Medicare, along with their “Annual Notice of Change”. You no longer need to show your doctor your red, white and blue Medicare card or Medicare number, you will have a new card provided to you by the insurance company. You can no longer appeal your benefits to Medicare. Medicare is out of the picture as far as your personal service in concerned. If you decide to appeal an insurance decision, you must appeal to the insurance company. 2. Medicare Advantage plans are typically HMOs or PPOs and on occasion a Private-Fee-for-Service plan. HMO stands for Health Maintenance Organization. PPO stands for Preferred Provider Organization. We will talk more about both of those in a minute. What is important to understand is that Medicare Advantage plans are not standardized, they are regulated to meet a certain minimum coverage. That is an important concept, so let me explain further. Medicare Part A & B is standardized. Medicare Supplement plans are standardized. Everyone in those plans receives the exact same benefits, they can see the exact same doctors and should have the exact same experience. With Medicare Advantage plans, each plan has different benefits, different co-pays, and deductibles, covers different medical services and has a different network of doctors and hospitals. Everyone’s experience is different and depends on which plan they have chosen. In additional; all the benefits, co-pays, deductibles and the doctors and hospitals in the network can and will change each and every year. It will be your responsibility to keep up with the changes via their mandatory Annual Notice of Change. It’s your responsibility to study this annual notice and determine how the changes may impact your healthcare. Medicare Advantage plans are regulated to meet a certain minimum standard. That minimum standard dictates that they must be actuarially equivalent to Medicare Parts A and Part B. That’s an interesting term “actuarially equivalent”. What does that mean? Medicare Supplements are very popular with doctors because they pay their bills on time and they don't argue the cost, because they can't. Lets take a look at the comparison between the Blue Cross Medicare Advantage plan in Pennsylvania and the Aetna Medicare Supplement Plan F. One advantage plan from Blue Cross (HMO) has a zero premium. The out of pocket cost for the year could possibly be over $6500 for a year. It may cost you $20 for a doctor visit or $200 per day in the hospital etc etc. The point is it is $0 for the premium which gets everyone excited, but if you need to get a surgery done in December, it could cost you $6000 out of pocket. Also, the hospital may or may not take the Medicare Blue Cross Advantage plan. The Advantage Plan from Blue Cross that is "0″ premium is an HMO plan and some hospitals and doctors won't take it. The Medicare supplement plan F from Aetna is a Medigap plan that could cost around $150-$200 a month premium depending on if your a Male or Female, what zip code you live in etc. The difference is, the out of pocket cost for Medicare approved procedures is "0″. Also, any hospital that excepts Medicare has to except the Medigap plan F from Aetna. Also, this Medigap supplement Plan F could be from any company including, KSKJ life, Family Life, Mutual of Omaha, New Era, ANTEX, AARP, etc etc. The out of pocket cost is going to be your premium not copays and deductibles. The bottom line is do you want to pay in the front or in the back. Do you want to pay a zero premium and pay deductibles and copays, or do you want zero deductibles and copays with a higher premium. Are no premium Medicare Advantage plans real? Why are agents and carriers pushing them? What's the catch with these supplement plans? Does CMS want to take away original Medicare? You are not receiving benefits from original Medicare, the folks at CMS send about $800 per month to the carrier to take you off their hands. Carriers take that money and design a plan that is in THEIR favor, not yours. Medicare Advantage plans are great as long as you are healthy. When Sol Shipotow enrolled in a new Medicare Advantage health plan earlier this year, he expected to keep the doctor who treats his serious eye condition. "That turned out not to be so," said Shipotow, 83, who lives in Bensalem, Pa. Shipotow said he had to scramble to get back onto a health plan that he could afford and that his longtime eye specialist would accept. Critics argue the plans can prove risky for seniors in poor or declining health, or those like Shipotow who need to see specialists, because they often face hurdles getting access. Medigap and Advantage plans cover the same things, but what you pay out of pocket for your care, and where you receive your care, is very different. Original Medicare does not have networks. You can use any doctor or hospital anywhere in the US. Another plus is the ABN form which is only used with Original Medicare. Advantage plans are managed care plans. Some are PPO, some are HMO. In 2018 about half the plans are HMO with the balance being PPO. If you receive non-emergency out of network care under a PPO you may have higher copay’s and deductibles. Your max OOP may also be higher. Some plans do not cap out of network charges. Non-emergency out of network care charges may be denied if you have an HMO. In 2018 most Advantage plans issued in Georgia limit your out of pocket for approved in network health care expenses to $6700. The American Cancer Society tells us that more than half the 1.4 million new cancer diagnoses occur in people age 65 and older. Roughly 20% of retiree deaths are a result of cancer. Medicare pays for almost half of the $74 billion spent on cancer treatment. The elderly account for 70% of cancer deaths each year. Not all cancer responds to chemotherapy, but 80% of cancers are treated with chemo. Those treatments occur in an outpatient setting and are covered under Medicare Part B. Chemotherapy drugs administered in a doctor's office or clinic normally fall under Part B. Medication from a retail pharmacy or by mail fall under your PDP. This is why most of us chose a Medicare supplement plan in 2018. Doctor visits, labs, X-rays, MRI, CT scan (CAT scan), ambulance, ER, outpatient clinics, etc. Essentially any Medicare approved health care received outside the hospital setting. Treatment considered medically necessary under Medicare guidelines. Medicare Part B has a calendar year deductible. Once satisfied, Medicare pays 80% of the approved charge, you are responsible for the remaining 20%. Most seniors worry about hospital stays, but your major expenses will more than likely fall under Medicare Part B outpatient expenses. Original Medicare stand alone has no cap on your out of pocket expenses. You pay until you run out of money, get well or die. Today I want to talk to you about the question Medicare Supplements have Networks? The long and short answer is no. When you have a Medicare Supplement what that means is that you have Original Medicare which is Part (for hospitals) and then Part B (for doctors). Medicare is not designed to pay everything. So someone who wants to have a stable monthly premium with no surprises will get a Medicare Supplement. There are 10 Medicare Supplements in the market and not every company offers each one. There are no networks with Medicare Supplements. The only requirement for Medicare Supplement is IF your doctor takes Medicare. Medicare is so confusing the reason that people ask this question is because they think that we’re talking about Medicare Advantage. Medicare Advantage is an alternative to original Medicare. With a Medicare Advantage you’re not actually in the original Medicare system. You are in a HMO/PPO from a private insurance company. That’s the only similarity between the 2 types of plans. The biggest difference is the amount of money out-of-pocket if you get sick. With Medicare Advantage you’re capped to $6700 per year. If you have a health event in the fall period & you hit your $6700, it starts again January 1st. Compare that to Medicare Supplement where you choose your premium and your deductible. In terms of deductibles you have a choice. The 2 most popular Medicare Supplements now in 2017 are Plan F & Plan G. You can have a Zero deductible plan or save some money and take a $183 annual deductible plan. We’re talking about a Part B deductible. That is the deductible for Doctor visits/outpatient services. So IF you don’t go to the doctor much, or at all, that deductible stays in YOUR pocket. That’s it nothing close to $6700. You pay your stable monthly premium. This is the main difference between the two. Another difference is there’s no copays with Medicare Supplements. Regarding the 2 most popular plans Plans F & G you’re not going to see a copay with the supplement. There are other Supplements that can have copays, but let’s discuss the most popular plans because they cover the most. On the Medicare Advantage, yes you have copays every time you go to doctors and hospitals. That is another main difference and then the network restrictions. You have networks with Medicare Advantage but you do not with Medicare Supplements. With Medicare Advantage you are back to where you were with an employer plan networks. You could only go to specific doctors. You can’t travel with a Medicare Advantage it won’t follow you state to state but the Supplement will. With Medicare Advantage you are under a managed care program so the company is going to manage your care to their financial guidelines. The Medicare Advantage provider can deny certain procedures/treatments. They have to pre-approve each and every procedure. You could be in the hospital and your Medicare Advantage HMO or PPO says they won’t cover it. With a Medicare Supplement your medical care is determined between you and your doctor. Under Medicare Advantage your care is determined between the doctor and the insurance company. So the biggest question is WHO do you want to have in charge of your care? Specialty hospitals like the MD Andersons, Mayo Clinics are not included on the Advantage plans but they are allowed on Medicare Supplements. So I think those are the main differences between the two but the question was do you have networks on the Medicare Supplements and the answer to that is no. How does long term care or skilled care coordinate with Medicare and Medicaid? Bill Fralin: There are three levels of care: 1. Independent living: Do not need assistance 2. Assisted Living: Intermediate care – needing assistance with daily living 3. Skilled Nursing Care: This is greatest financial risk. Need assistance with two or more activitie s in daily living - grooming, bating, eating, etc. The cost of care in the Washington area is $10,000 - $12,000. You can pay for these in one of the following ways a. Private Pay b. Long Term Care Insurance c. Entitlements i. VA: Veterans ii. Medicare: Insurance for people over 65 with 4 options. They will pay up to 100 for skilled nursing care. They want to get you better so they don’t have to pay for more costs. A. Hospitalization B. Doctors Visit C. HMO D. Drug Benefit ii. Medicaid: Pays for Long Term Care. It pays for 65% of all skilled nursing beds in America. At $12,000/month, it won’t take long for a person to deplete their assets. The general rule for Virginia is that you are allowed to keep $2,000. Congress passed the anti-impoverishment rule allowing couple to keep their house, car, contents of home and the well spouse can keep their income and keep up to $120,000 in a community spouse resource allowance. Those essentially are the three ways to pay. When you do the estate planning, this is just as important or more important. If you pass away, there are less of these problems, but more people are living longer with chronic conditions. It has become more of an issue and a bigger cost. Having the power of attorney gives you the ability to access any of these resources. Freeman: The average stay in a nursing facility is 2.5 years. At $12,000, that would be about $120,000 a year in order to pay for this care. What if you have a special needs child receiving benefits? What are some of the means that are taken if that special needs child is receiving an entitlement benefits? If these exceed a certain level, will that benefit be cut off? Bill Fralin: The special needs trust were created by congress. The entitlement programs we mentioned before were designed to provide food, clothing and shelter. But special needs refer to needs over and above those basic requirements. For the child, I can place money in the trust to be used for the child. When the child is trying to qualify, these monies don’t count. The person then can receive the benefits and it won’t affect them. In your planning, you need to make sure you do not give them the benefit outright. You need to put it in a special needs trust. With Medicaid, if you have a disabled child there is a 5 year look back – they ask if you have given any gifts in the last 5 years. The rule does not apply to spouses If you have given a gift, you aggregate them all. If you have given a small amount, you have a shorter period of eligibility, but if you have given a larger amount, you have a longer period of eligibility. There are a lot of planning options that the general public is not aware of. The facilities make more money when they don’t tell you about these options. What other documents will seniors need in order to get it set up? 1. Financial Power of Attorney: Pay assets, pay bills, and keep credit in shape 2. Medical Power of Attorney: Make non terminal medical decisions (headache to heart transplant) 3. Advanced Medical Directive: For terminal conditions, this determines in advance what will occur. In the document it states if you do or don’t want life support. This takes the loved ones out of the equation of making the decision. They can avoid conflict, and just enforce the will of the patient. If you are like most seniors and overwhelmed by Medicare check out our 6 Part Medicare MINI series: http://www.GetMedicaresavings.com. (888) 506-7510. Medicare Open Enrollment is in the fall period. It falls between October 15 and December 7. Keep in mind that this is different from Initial Enrollment period when someone is first Turning 65. This fall period is the only time that you can make changes to a Medicare Advantage Plan or a Drug Plan. You can either leave your Medicare Advantage Plan and go back to original Medicare or you can change to a Medicare Supplement plan. This is also the only time you can change from Medicare Advantage to a different Medicare Advantage Plan if by chance your Medicare Advantage company has left the general area which is normal. These changes will take effect January 1. When you are on Medicare Advantage, you are NOT in Original Medicare. You are in an HMO/PPO type managed plan with Part A & Part B “like” services. You generally still pay the Part B premium for outpatient services, but are NOT on Original Medicare. Original Medicare is Part A (hospitals) and Part B (outpatient/doctor services). In this fall period you can either join a drug plan if you did not get one before in your Initial Enrollment period or you can make changes to your existing Drug plan. People don’t realize that if they change even just ONE prescription, there might be another Drug Plan that would cost them less money. This can be done online at www.Medicare.gov, or over the phone with Medicare personnel. A lot of clients ask us IF they are happy with their plan, do they have to change? The answer is “NO”. You NEVER have to change, it’s just a good idea to check in with someone to make sure your needs haven’t changed, or there isn’t a less expensive Medicare Supplement option for you. You never have to change anything on your plan. It is always good to have someone give you your options every year, to make sure you are maximizing your Medicare costs. You are going to get your explanation of benefits from the insurance company . This paperwork details all the services/prescriptions you have utilized. The Explanation of Benefits will show all your details. The Notice of Change will show any changes in your policy for the upcoming year. The Medicare Plan Finder allows you to input your specific prescription drugs with specific dosages, your favorite pharmacy in a certain zip code to show you the best plans both by total out of pocket for the rest of the year as well as monthly premiums. You can compare 3 plans side by side to look at all the details needed to make an informed decision: monthly premium, monthly prescription costs, deductibles etc. Monthly premium is important, but the BEST way to compare Drug plans is to take into account what the specific prescriptions cost at THAT pharmacy. Each pharmacy rates a prescription drug differently, ie Tier 1 might be Tier 2 at a different pharmacy. This is a good thing to check on every single year to make sure that you are keeping the most money in YOUR pocket. You worked hard to get to retirement, you deserve to keep YOUR money where it belongs … in YOUR pocket. A good agent will always check in with you to make sure ALL your Medicare needs are being met. And Medicare includes several parts: Original Medicare (Part A & Part B… hospitals and doctor services), your Medicare Supplement AND your Prescription drug plan. Essentially, there are 4 Parts to Medicare. If you have Medicare Advantage you will not have Original Medicare even though you still pay the Part B premium through your social security check. Because of this, most people that try to specialize in Medicare can’t make a living focusing on Medicare. Think about that for a moment. They might only do insurance part time. Yes there are a large percentage of agents in this industry who tell you they are career agents, but in reality only work insurance part time. I will show you how to tell if that’s the case in a moment. Also, some may be full time in insurance, but their focus is on other insurance products and Medicare is just a small part of their business. First, check out the agent’s website. Is Medicare front and center the primary focus of their business? Or does the website show Medicare as just one of several other insurance areas …are they a jack of all trades, master of none? Second: If the agent doesn’t have a website or perhaps the email address they show is Agent so and so at gmail.com or yahoo.com….that is a clear indication that you are dealing with someone with limited experience or success. Or, very likely a part time insurance person. Websites and personal emails are easy and inexpensive and the first thing a serious independent agent or broker will set-up when they open their doors for business. Third: You might also get a sense that you’re dealing with a part-time agent if they only return calls after hours or you have difficulty spending time with them during regular working hours. Yes, this is more common than most realize. I have heard many times from new clients how the other person they were talking to could never talk with them during the day. You also need to enroll on a drug plan to cover your prescriptions. Another way is enrolling to Medicare Advantage plans like HMO's, PPO's and PFFS, its also known as Medicare Part C. This option combines your Part A and Part B. Your costs may be lower than in the Original Medicare Plan, and you may get extra benefits such as dental, vision and hearing. Some plans even cover for things like Fitness benefits & Prescription Drugs all in one simple and convenient plan. Medicare advantage plan may require you to pay predictable deductibles, co-pays and coinsurance but usually starts at a low to no premium per month. And Most Part C plans cover prescription drugs. There are items that are NOT covered by Medicare, Medicare Supplements, or Medicare Advantage. It includes: First, Custodial Care which is your Nursing Facility, Assisted Living, Home Care, Adult Day Care. Medicare and most Medicare advantage plans only covers the first 20 days of skilled nursing care.  Second will be Hospital Co-Pays and Co-insurance if you have original Medicare or Medicare Advantage Plans. For this, you can choose Hospital Indemnity? Because accidents or serious illness can happen at any time, and the high cost of hospitalization and related expenses can be overwhelming. Hospital indemnity can help provide a safe harbor to you. It provides a cash benefit paid directly to you, which can help with your out-of-pocket expenses. It pays regardless of other coverage. Third is Dental/Vision/Hearing - these are covered by select Medicare Advantage plans only. Next is Final Expense - this is used to cover the costs of things specifically associated with your death.  This could include medical bills, but it most often concerns the fewneral and berial costs. That includes services, items like caskets and hers, or even cremation if that’s your preferred route. Another is Cancer, Hearth Attack and Stroke? Preparing for the Medicare Annual Election Period
Thinking about preparing for the upcoming Medicare annual election period probably makes your stomach hurt. Chances are that you’ve finally just relaxed into summer with family, and perhaps you’ve gotten some travel in. Who wants to think about Medicare plans for 2019? Nonetheless, the Annual Election Period is swiftly approaching. You have an opportunity to change your Medicare Advantage plan or Part D drug plan each fall. Here’s some tips about how to stay organized and not get distracted by the flurry of advertisements headed your way: Talk to your doctor’s office about your current plan If you are enrolled in Original Medicare and a Medigap plan, this conversation should be easy. Simply ask: “Will you still be taking Original Medicare next year?” If he or she says yes, your current coverage will continue to serve you well. But what if you are enrolled in a Medicare Advantage plan that changes benefits, premiums, networks and formularies every year? Find out if your doctors are still in network. Doctors can change networks at any time of year. Consumers never know when that might be coming around for renewal. Also, be on the lookout for the Annual Notice of Change packet for 2019 Medicare annual election period. You will receive an Annual Notice of Change in the mail for your Part D drug plan or Medicare Advantage plan (if you are enrolled in one.) Medicare insurance carriers must send them to you by September 30 each year. This notice well tell you what’s changing with your plan next year. Usually the very top letter in the packet is a summary of the changes listed side by side from this year’s benefits to next year’s benefits. If the changes seem minor to you, chances are you don’t need to do anything at all. However, if something major is changing, then you’ll want to know about it soon enough that you can contact an agent to make changes. The annual election period last from October 15th – December 7th, and any changes made occur on January 1st. This time frame is different than from a few years ago, so don’t forget about that and think you can change all the way up to December 31st because you can’t. Make a list of your medications If your prescriptions have changed since last year, then you will want to re-evaluate whether your current drug plan is still giving you the best bang for your buck. They are both offered by private Medicare-approved insurance companies. But that is where the similarities stop. When you’re talking about Medicare Advantage, you’re going to be going back to networks, co-pays, deductibles that you had before you turned 65. With Medicare Advantage you can only go to certain doctors in your network and you will have co-pays. You are subject to the maximum out-of-pocket per year of $6,700 (2017) So if you have a health event in in the fall of the year your $6,700 starts again January 1st. You are in a managed plan (PPO or HMO). A lot of folks don’t realize that you are not actually part of Medicare anymore. The company provides you with “Part A and Part B- like” care it but it’s not Original Medicare. You will likely still pay the Part B premium even though you are technically not part of Medicare. Depending on the health event, you could get a hospital/doctor bills for $1000, $2000, all the way up to $6700 each and every year. It will all depend on the severity of the health event. Your care is managed by the HMO or the PPO and it’s in their best interest to manage it to the best of their financial guidelines. You must have treatments pre-certified or allowed. They can cancel you at any time. With Medicare Advantage you can’t travel, you can’t go out of your general area and be covered. You will not have the ability to go to Mayo Clinic some of these specialty hospitals like MD Anderson. Those are not included in a Medicare Advantage. Medicare Advantage vs Medicare Supplement Alternately, the Medicare Supplement goes hand in hand with Original Medicare. This is what you have been paying taxes for all these years. Part A is hospitals and Part B is doctors. On a Medicare Supplement there are no restrictions. The only requirement is “Does your doctor take Medicare?” That’s it. As long as he/she takes Medicare it doesn’t even matter which company you have, which plan. You pay a stable monthly premium for a Medicare Supplement and this gives you the freedom to choose your doctors. You can choose your hospitals and you are able to go to the specialty hospitals. Hopefully you’ll never need to, but the MD Andersons, the Mayo Clinic are included. There’s no $6,700 max a year out-of-pocket. You’re going to pay just your monthly premium. As of 2017, the 2 most popular Medicare Supplements are Plan F which has zero deductible and Plan G which has $183 annual deductible. It’s your choice. Those are the 2 most popular plans because they cover the most. You don’t see a bill on your Medicare Supplement. As long as your procedure is Medicare approved and Medically necessary, your procedure will be covered. You can go anywhere in the country and be treated with the Medicare Supplement as you see here on the screen. There’s nobody behind that scenes saying “Yes. You can have this procedure or No. You can’t.” They must follow right behind Medicare. Keep in mind we are not talking about acupuncture and vitamins those kind of things. But as long as Medicare says it’s an approved procedure and your doctors says that you need it then you’re good to go on a Supplement. You won’t see a bill. There’s no restrictions of networks or doctors. They can’t cancel you as long as your premiums are paid that’s the only time they can for non-payment so make sure that those are paid. They can’t cancel you like a Medicare Advantage and no precertification like I said (unlike Medicare Advantage). There’s nobody behind that scenes you don’t even have to call your doctor or your plan and say will they take this. It has to be a Medicare approved procedure a standard type procedure. So those are the major differences in Medicare Advantage vs Medicare Supplement. People that don’t like surprises generally prefer the Medicare Supplement. They want to have a stable monthly premium amount. Alternately with Medicare Advantage you could be paying up to $6,700 a year. The Medicare Supplement gives you peace of mind knowing that you are covered. Depending on whether you prefer zero deductible or $183 annual deductible, you will be covered by Medicare Supplement for all Medicare approved, Medically necessary procedures. For example; let’s say that you decide to have some of the top oncologists in the country treat your cancer and visit MD Anderson in Texas or Sloan-Kettering in New York for service. While Medicare may pay for your services, depending on the plan you have, you still need to pay for transportation to get to and from the clinic and for the cost of lodging and meals while you are there. These costs will often be in the thousands of dollars and are indirect costs for cancer treatment. It is also important to understand which drug treatments may be covered under Medicare Part B for outpatient services or your Advantage plan equivalent, and which are typically covered through the Part D or prescription drug portion of your insurance. This is important because it defines your level of financial risk or obligation, so this is where we will start.

So as maybe you can tell I am not a fan of dental insurance especially if you have to pay for all of it yourself. DP: What surprised you the most about dental savings plans? SO: First that they did exactly what they claimed to do which was to save me money on my dental work. At the time I purchased my dental savings plan in 2015 I already had a year where I needed quite a bit of dental work done. The problem with most dental insurance policies is they max out at $1500 per year so no way were they going to lay out a penny toward any more work that I needed. But on my next visit to the dentist my dental savings plan saved me $1400. DP: Was it easy to use your plan at the dentist? SO: Yes. I applied online, got my card in the mail, presented it at the time of checkout at my dentist’s office and saved money. And looking back, I can't believe how much money I wasted by not having a dental savings plan. Back in 1965, the ultra-right wingnut radio and TV hosts were non-existent. Even without a constant barrage of lies, from the right wingnutters, about the 1965 Medicare law, there was still a need to promote the new law, that the Democrats passed. I really do not understand the constant stream of bulls**t that is coming from the $100 million dollaraire mouth of Rush. He is obviously in favor of having insurance companies decide if a patient shall have a procedure, or if it is not a prudent economic decision (INSURANCE COMPANY DEATH PANELS EXISTED PRIOR TO OBAMACARE.) The Right Wingnutters also are supposedly in favor of a maximum insurance cap, which would deny coverage for your sick child (ANTI-FAMILY VALUES IDEA - PRO-CORPORATE VALUES IDEA.) Rush & his minions supposedly are against competition. The insurance exchanges allow the insurance companies to offer the lowest price for a similar policy, from multiple different companies. The Right Wingnutters like to say they are in favor of capitalism, but in reality, they love the idea of a MONOPOLY, and I'm not talking about the board game. True capitalism allows for competition, and it does not limit the number of insurance companies that can sell a policy in a particular state. Please people - GROW A BRAIN. ObamaCare is only an insurance exchange, which groups multiple insurance companies together. You pick what COMPANY (not the federal government) that you want to buy insurance from. In addition the federal government is offering a "voucher" (Republicans get a "woody" when you use the word "voucher" as opposed to a word like rebate, or a phrase like "tax incentive") to help reduce the price of the insurance. The people who live in the GOP controlled states, who have Governors that did not start a state insurance exchange, are not getting as good of a deal as the progressive states, that did start an exchange. The GOP Governors of Florida, Texas, Georgia, Indiana, etc, obviously do not give a CR*P about the low-middle class citizens of those states. The GOP governors could of taken money from the federal government to expand Medicad (low income federal insurance assistance), but they wanted to make certain that an Obama law was going to fail in their state, while at the same time screwing over their low income constituents. The radio & TV "talking head" Right Wingnutters constantly trash talk ObamaCare, in the hope that the "low information" listener of their programs are fooled into believing the CR*P that spews out of Rush's upper orifice. They want to score political points, and make certain that the Democrats do not score any points. 13 months from now (2014 Congressional elections) they are going to have a big surprise. The GOP will lose the control of the House, just like Newt accomplished when he shut the government down, in the year 2000.
