This one-year research project focuses on property rights and land use regulation in Alberta. The objectives of this program are threefold: 1) To analyze the constitutional, legal and regulatory frameworks that demarcate private property rights in land in Alberta; 2) To describe the present scope of Alberta's property rights system and to identify key issues arising from recent land use initiatives; and 3) To develop a nontechnical summary of the above to serve as a resource for stakeholders, policy makers, and land users in general.

Learning from the Toronto Experience In 2006, the Ontario government returned to top-down regional land use planning with a bang. Creating three plans for managing growth in the Toronto region -- the Greenbelt Plan, the Growth Plan and the Big Move -- the Liberal's election promise to "stop sprawl and protect what was valuable" was kept. Or was it? With the 10-year review of the plans approaching, the discussion about the success of the vision to control sprawl and conserve greenland's in the large urban region centred on Toronto is heating up once again. What did the Greenbelt Plan set out to do? Are there lessons for land use planning and growth management in other fast-growing areas? The Greenbelt has an unqualified success in the imagination of the urban public but hammering out the details of the long-term protection of valued landscapes and achieving a great quality of life for everyone concerned is far from over.
